Quite simply, carrier oils are used to dilute essential oils.

In its' concentrated form, essential oils are not advisable to be placed directly on the skin because it may be irritating, too strong, or too hot when applied directly so it is imperative to mix it with a carrier oil (also known as base oil) first.

Furthermore, since essential oils are volatile and can evaporate quickly, it is diluted with carrier oil to stabilize it and help spread it over a large area of the body.
